Quality Management And Compliance Standards For Secure Precast Construction
Carolina Precast manufactures precast concrete wall panel structures under a quality management system built to meet the standards required by federal agencies, military inspectors, and regulated industries.
Every panel we produce is governed by documented procedures from material handling through final inspection, and every project we deliver includes the documentation your facility needs for audit and regulatory review.
This page outlines the quality management framework, certifications, and compliance standards that govern Carolina Precast manufacturing and installation.

Quality Management To PCI Plant Certification Standards
Carolina Precast operates under a quality management system that meets the standards established by the Precast/Prestressed Concrete Institute (PCI) for plant certification. Our manufacturing processes, inspection protocols, and quality documentation are structured to satisfy PCI plant certification requirements, delivering the same level of production assurance that specifiers and procurement officers expect from a PCI-certified facility.
Carolina Precast maintains documented procedures for batching and mixing, form setup and tolerances, reinforcement placement, curing, stripping, storage and handling, and final quality inspection.
For government and military procurement officers, this means the products you receive are manufactured under a system designed to produce consistent, inspectable, and documentable results — whether the project is a DEA-compliant vault, a military armory, or a financial institution enclosure.
Quality Systems Manual
Carolina Precast’s manufacturing is governed by a documented Quality Systems Manual (QSM) that defines procedures, inspection criteria, and acceptance standards for every stage of production. The QSM is the operational backbone of our quality management system.
What the Quality Systems Manual Covers
The QSM establishes documented procedures and standards across the full manufacturing process, including raw material receiving and testing, concrete mix design and batching, formwork setup and dimensional tolerances, reinforcement and embed placement, concrete placement and consolidation, curing protocols, stripping and handling, storage and shipping preparation, and final product inspection.
Each procedure includes defined acceptance criteria and inspection checkpoints.
Security Ratings And Certifications
Carolina Precast manufactures SecurCast enclosures engineered to meet the security rating standards required by federal agencies and regulated industries. Security ratings are not applied after the fact. They are designed into the panel system from the engineering phase and verified at project completion.
UL Burglary-Resistance Ratings
SecurCast enclosures are designed to achieve Underwriters Laboratories (UL) burglary-resistance ratings. UL ratings classify vault and enclosure construction based on resistance to forced entry using defined tool sets and time thresholds. Our precast concrete panel systems with mechanical and welded connections deliver rated performance across every joint in the enclosure.
GSA Security Specifications
Carolina Precast products are listed on the GSA schedule, and our enclosures are built to meet GSA security specifications for federal procurement. GSA-rated construction satisfies the physical security requirements that government agencies apply to vault and secure storage installations across federal facilities.
Twenty products are currently listed on the GSA schedule, enabling federal agencies and government contractors to procure through the standard GSA ordering process.
DEA Vault Compliance
Facilities storing Schedule II–V controlled substances under DEA regulation require vault construction built to specific physical security standards. Carolina Precast manufactures and installs enclosures designed to satisfy DEA vault requirements for pharmaceutical storage, distribution centers, and controlled substance handling facilities.
DOE Secure Material Handling
Department of Energy applications require enclosures built to defined material handling and containment standards. Our precast wall panel systems deliver the physical security performance and construction documentation these facilities require for compliance verification and operational approval.
Insulation And Thermal Compliance
SecurCast panels integrate insulation systems engineered to meet both thermal performance and regulatory compliance standards. Insulation is incorporated into the panel assembly during manufacturing, ensuring consistent thermal performance across the enclosure.
Insulation Level Variance Compliance
Carolina Precast manufactures panels with insulation configurations that comply with applicable thermal and regulatory variance standards for secure enclosures. Insulation levels are specified during the design phase based on the project’s climate zone, facility type, and regulatory requirements.
Integrated insulation eliminates the thermal bridging and inconsistent R-values that can occur when insulation is field-applied after panel installation.
Mechanical And Welded Connections
Every SecurCast enclosure is assembled using mechanical and welded connections at each panel-to-panel joint. This connection system is fundamental to the enclosure’s structural integrity and its ability to achieve continuous security ratings across the entire assembly.
Why Connection Type Matters
In secure enclosure construction, the connection between panels determines whether the enclosure achieves a continuous security rating or introduces exploitable weak points at every seam. Mechanical and welded connections deliver structural continuity that bolt-together or adhesive-dependent assemblies cannot match.
How Our Connection System Works
Panels are produced with embedded connection hardware installed during manufacturing — not field-added after the panel is cast. On-site installation connects panels through mechanical fastening and welding, creating a continuous structural and security envelope.
Grouted connections are applied as a finishing step after mechanical and welded connections are in place. Grout seals and finishes the joint but is not the structural or security-rated element of the connection. The enclosure’s rated performance is established by the mechanical and welded system before grout is applied.
Proven Capability: Arlington National Cemetery
Carolina Precast manufactured and installed the columbarium at Arlington National Cemetery Court 9 — a project featuring over 20,000 individual niches. The Arlington project was completed ahead of schedule and under budget, demonstrating the precision, quality management, and project execution standards that govern every Carolina Precast engagement.
Arlington represents the caliber of project management, manufacturing quality, and installation precision that federal and military clients should expect when working with Carolina Precast. The same quality systems, engineering processes, and installation standards that delivered the Arlington columbarium govern every SecurCast enclosure and precast structure we build.

Documentation And Project Deliverables
Every Carolina Precast project includes compliance documentation as a standard deliverable — not an optional add-on. At project handoff, your team receives documentation prepared for facility compliance files and suitable for review by federal inspectors, military auditors, and regulatory agencies.
Standard Project Documentation
Standard documentation delivered with every project includes PE-stamped structural calculations and engineering drawings, as-built drawings reflecting the completed enclosure, quality records from manufacturing and installation, material certifications and test reports, and security rating verification against project specifications.
For projects with specific regulatory requirements (DEA vault compliance, DOE material handling, GSA procurement documentation), additional compliance records are prepared as defined during the design phase.
